It is an old Hawaiian proverb.

[Hawaiians have many words for rain, and this one is the image of very soft mist. Aloha is a very rich word, often translated as LOVE. Alo = shining spirit, Ha = breath, “we share the breath of Spirit” or “I greet you in the breath of light/spirit/love”.]
